The 2D presentation keeps things readable even when the screen fills up with fire, and jumping between planets to free enslaved populations gives the shooting a bit of narrative weight instead of just being wave after wave for no reason. It's not reinventing anything, but it doesn't need to; it just needs to feel good to blast through, and mostly, it does.
